But reading the strategy alongside the survey also shows where the gap remains: rural and off-grid areas are still catching up to the pace set in Kigali and other urban centres, something neither document shows clearly on its own.

Why we built it
Better information should lead to better development.
Development already produces everything needed to make better decisions — thousands of projects, evaluations and datasets, from hundreds of organizations, built up over decades. But as funders grew from 215 to 565 and single countries fill with hundreds of overlapping projects, that knowledge ends up scattered across portals and PDFs. So the same lessons get missed and the same work gets repeated. eyecracy brings it into one place and makes it usable — every answer linked to its source — so funders and practitioners can build on what already exists instead of starting from zero. That’s the point: better information, better decisions, better outcomes.
